Yes.
You should be able to purchase a subscription to get it a BIT earlier than the normal customer would though I'm unsure how the timing works exactly.
It's supposed to drop this coming July but generally speaking, they do not release the PDF for sale on the store until they've shipped the Hardcover books and opened up the PDFs for download to subscribers if I recall correctly.

I really hope it'll be early July, but I have a feeling it'll be almost august, if it's not delayed.
If GenCon is not canceled it will almost CERTAINLY be released the morning (10pm EST) on July 30 to coincide with the Exhibitor Hall opening. The precedent here is universal and as far as I know has never been broken in terms of a Hardcover release of one of their books in the Summer Con season timeframe.
Now if the show ends up being canceled sometime in the next 4-6 weeks I would bet that this is going to be subject to change be it earlier or sooner but if the show does go on you can bet your hat that non-subscribers will be able to first get a copy on their black and purple foam booth.

If you are a subscriber to the Pathfinder Rulebook line, then the PDF will be added to the Digital Content section of your account when the package containing the print version is shipped to you.
Usually this is somewhere close to 10 days before the street date, but sometimes if there are shipping glitches, you may not get it until a day or two before (or even the same day).
So, yes, being a subscriber is usually advantageous in terms of early access to the PDF, but it's not guaranteed.
