Settlement rules - city stats block

Hi all,
A pf2noob question, how does pf1 city stats block translate to pf2? one to one?
I mean for example corruption -2 is still giving a -2 on bluff checks towards officials?

Stuff like population, leadership, important NPCs, etc haven't changed much between editions. Mechanics don't translate 1:1 though. A -2 on deception checks in 2e is a much bigger deal than a -2 on bluff checks in 1e. Rules for creating settlement statblocks from scratch are here and you can use those and the 1e to come up with new statblocks.
