Even if I chose sometimes paths different from your recommendations, all of them were following the golden rules you mentioned regularly:
1. Any event should be related to the meta plot story
2. If not, this event should strengthen the context which support the meta plot story

That’s the reason the skinsaw cult or others stories alike feel strange here, except if you add some hooks.
In my case, this what I did:
Meta plot:
1. Barzillai wants to become a Genius Loci on the very place were the soul anchor has been constructed.
2. For this, he needed information from Mephistopheles
3. Addition: BT helped construct the soul anchor, with Manghvune and Luculla Gens, but unknown to them (imagine him as Sauron who helps the elves forging the rings)
4. Addition: Mangvhune is an agent of Norgorber, Luculla Gens of of Mahathallah
5. Addition: As an agent of Norgorber, Manghvune wanted to access Mephistopheles secrets, knowing BT plans therefore using Barzillai. This failed and let him be condemned.
6. Addition: As an agent of Mahathallah, LG succeeded her goal, without however knowing BT plans. After Manghvune got captured, she hid herself thanks to powerful illusions, but stay close to still being able to use the Soul Anchor and continued her deity’s ways
7. Addition: BT had to continue his researches after soul anchor building and then went back to Egorian gathering new allies like Corinstian Grivener and Tiarise Izoni.
8. Addition: BT comes back on the present time to achieve its plan. Nobody new that thx to the Soul Anchor + his Genious Loci transformation he would ascend as a real duke of Hell, one of the most powerful duke even. Mephistopheles understood this, but due to contracts cannot really intervene

Everything not related to this meta plot was put aside, but in fact this helped put serious coherence in the overall

As I am reading nearly all articles related to Ravounel, I found it's quite confusing to see how far the information is scattered.
If it was possible, it might be interesting to have at hand at least one of those 2 improvements:

1. a usable list of fixed geographical tags (defined by Paizo) like Cheliax, Ravnouel, Taldor, etc
2. subforums under "Lost Omens Campain Setting" subforum by geographical location

This is a brilliant material. As I started HR in 2020, I really enjoy all your discussions, with serious interest.

Unearthing this very interesting topic, is there any improvement done on the map?

A pf2noob question, how does pf1 city stats block translate to pf2? one to one?
I mean for example corruption -2 is still giving a -2 on bluff checks towards officials?
