The Adopted (Social) trait.

Allows you to pick up a Race trait.

Are you then allowed to take another Race Trait?

2. Bred for War (Race)

Or does Adopted count as both Race and Social?

Adopted is a social trait but it also grants you a race trait. So while adopted itself does not count as a race trait the trait you pick does. This is no different from taking the feat extra trait which gives you two more traits. Those traits count as whatever categories they belong to not feats.

I agree with this assessment. The versatility of it makes up for being locked into 2 categories of traits.
