Armor Focus + Dancing Scarves?

Dancing Scarves are light armor that provide 0 AC bonus when standing still and +2 AC when moved more than 10 ft in given round.

Can you use the feat Armor Focus and focus on these scarves for constant 1 AC bonus and additional conditional 2 AC (so if you're moving every round you get +3 AC).

No. While you are not moving, the dancing scarves provide no benefit. The armor bonus you gain from Dancing Scarves only applies while you're moving 10ft or more in a round, so if you did have Armor Focus: Dancing Scarves, you would have 0 while you're not moving, and +3 while you are moving.

That is not an accurate representation of what Varisian Dancing Scarves do. They don't provide a +0 armor bonus, they explicitly "provide no benefit while you are standing still."

If it said +0 armor bonus with an additional +2 while moving I would say it works. But it doesn't.
