So first off assume we have a rogue with +13, +8, +3 attacks using a dagger.
Now first off the penalties for the two weapon fighting and light weapon penalties should applied like this if I get it right.
Primary Attack
+11, +6, +1
Secondary Attack
+11
Thus giving the rogue two attacks at +11, one at +6 and one at +1?
Then you have improved two weapon fighting second off hand at -5 and greater two weapon third attack at -10. So would this give you . . .

+11, +6, +1
Secondary Attack
+11, +6, +1
Meaning if you buy the full tree and use light weapons you essentially double your attacks at a penalty of -2 to each iteration with sneak attack and other bonuses applied to each attack (obviously each weapon has its own stats e.g. one does fire the other ice damage)?

It's also worth noting that all the weapons in your "off hand" (whichever hand you like) only add half your STR modifier (or DEX for unchained Rogue), and half Power Attack damage. The feat "Double Slice" negates this penalty.
There are also other feats that you might find useful. I find the Ranger combat style feats are a good place ti start when looking for feats in a certain style.

It might be worth picking up Two-Weapon Rend before Greater Two-Weapon Fighting as it provides a decent damage boost without requiring an additional horribly-penalized attack roll. But eventually get both if you think you can land all of the blows (or are simply fishing for crits).

Well this is the pathfinder organized play faq on the monster rend and poer attack.
Q) How does Rend work with power Attack in Pathfinder Society Organized Play?
A) Damage is rolled once per attack. If it's a longsword attack, the roll is 1d8, to which you add other modifiers, like Strength bonus, Weapon Specialization, and enhancement bonuses. If it's a short sword with sneak attack, the damage roll is 1d6+1d6 sneak attack. It's two dice, but it's a single damage roll. If it's a confirmed critical hit on a sneak attack while employing Power Attack with a flaming greataxe, the single damage roll is 3d12+3xStrength+2xPower Attack+1d6 sneak attack+1d6 fire. A full attack, you add Power Attack once to each attack that hits, even if each of those attacks also has other effects added to its final damage value. The rend universal monster rule grants the creature an additional damage roll after successfully making two different attacks. Since it's a melee damage roll from a different attack than the first two, it gets Power Attack as well. Thus, a GM applying Power Attack to a rend damage roll is operating completely within the rules.

In this case, the damage amount is the 1d10 +1-1/2 times your Strength+Other modifiers, like Power Attack, Piranha Strike, sneak attack (if both triggering attacks were eligible for it as well), etc. Weapon damage modifiers, such as enhancements, those specifically stated to be weapon damage bonuses, like divine favor, etc. do not apply to the feat’s bonus damage.
I just don't know how reliable the pfsrd is. If it is reliable then as long as both your attacks that triggered the rend applied sneak attack then you apply it on the rend as well.
