Shamans' Spirit Ability

Greetings to you all.

I'm making a shaman who focuses on frost/cold damage and I hope someone can help me understand this piece of information.

I chose FROST as my spirit and at 8th lvl I received Greater Spirit Ability which says the following:

"Frigid Blast (Su) The shaman gains cold resistance 10. In addition, as a standard action, she can summon an icy blast in a 20-foot-radius burst originating from a point she can see within 30 feet. This blast deals cold damage equal to 1d6 per shaman level she has to each creature caught in the burst. Each target can attempt a Reflex saving throw to halve this damage. The shaman can use this ability three times per day, but she must wait at least 1d4 rounds between each use."

Now I'm wondering what DC/reflex saving throw do I need to overcome to get the full dmg out of this ability? I've checked online and can't seem to find an answer anywhere.

Is it the GM who determines the DC for this? Do I use my HEX DC for this (10 + 1/2 the shaman’s level + WIS modifier)?

To any kind soul that sheds some light on this, thank you in advance.

Though, that is the same DC as a hex.
