I'd start with Earplugs. If the player was improvising (rags, candle wax, fingers in the ears, etc) I'd put the bonus at +1 and keep the -5 to perception checks.
Wail of the Banshee: When you cast this spell, you emit a terrible, soul-chilling scream that possibly kills creatures that hear it (except for yourself).
Blasphemy doesn't mention that you have to hear it, so would likely be unaffected by earplugs. Earplugs do help vs things like Harpies though.

Maybe I'm misinterpreting it but the next for blasphemy, under the bit about banishing extraplanar creatures, say "This effect takes place regardless of whether the creatures hear the blasphemy or not." This implies to me that the other effects require you to hear it to work, but the banishment doesn't

Blasphemy has the [sonic] descriptor, which means that it even affects deafened creatures, per the magic section of the PRD. That suggests that plugging your ears with your fingers or earplugs isn’t going to help. The way this is explained in the rules is that sonic spells cover a wide range of frequencies, and so aren’t generally blocked by such measures.
