What's wrong about arguing about rules? Pathfinder and Starfinder are notorious for gathering people who appreciate such thing.

Don't try to shame rules lawyers.

Let people have fun the way they want.

No, but having clear language that us easier to parse is valuable. Bitter, drag-out arguments on an internet forum is how companies find out that there is confusion and disagreement on rule interpretation these days.

My own position:

Any rule that is order-dependent must be *utterly* unambiguous for me to accept it as fact. Two characters of the same level with the same abilities taken should have the same stats, and not be effected by exactly which level they took which ability.

In this context, it means that INT bonuses do *not* only grant languages at level 1, since that would mean two otherwise identical characters would have different language counts, dependent solely on when they purchased their INT. "Bonus language" simply refers to languages beyond the basic set for a given character.
