How many spells known should a Bard have by level 11? I thought he would have 18 total which includes his signature so 3 spells at each level. Or does he get 4 at each level l, 3 normally + 1 signature for a total of 24 spells known?
3 Spells 1 of which is picked as a signature spell.
You’ve learned to cast some of your spells more flexibly. For each spell level you have access to, choose one spell of that level to be a signature spell.
You just pick from the spells you have, you don't add another spell.
Oh ok so if I had Maestro Muse I could have 4 level 1 spells (Soothe for free)?

The Spell associated with a Bard's Muse is automatically one of the spells that a Bard takes at first level, but it doesn't add to the number of first level spells they get in total; that's the same way that a Sorcerer's Bloodline Spells work, for example.
At 11th Level, a Bard has 3 spells of 1st through 5th level and 2 of 6th level, with one of their spells at each level chosen as their Signature Spell.
