My horse could move on his own at some time, and even attack ( imposing destrier lvl 10 champion feat ).
However, it is strange that some stuff given to a class does not work together with other feats.
As for the ranged strike you can do it.
Your reaction needs you, your ally and the enemy withib 15yd. So, with or without a step, you will be able to hit him.

Lots of feats don't work together. Shield block + opportunity attack + training in a crossbow for instance.
You can also get off your horse and have it move into flanking.
Though, it does seem like there could be a feat to let your mount do bonus movement.
Shield block is when i am attacked, and opportunity attack when somebody triggers it.
Here I simply have to decide where to use my reaction.
Definitely 2 different scenarios ( eventually i could have both with quick block ).
I don't get the training in a crossbow.

I think his intention was to show that not all feats necessarily work together.
From what I read I believe Mellored is correct. Your mount could not move as part of ranged reprisal. You also could not use dismount as part of ranged reprisal, as that is a specific move action that is not a step. You could use a ranged weapon to make the reprisal attack as normal.
