Do Ki Rush and Ki Strike cost an action to cast them, and then another action to use them? Or is it all just one action to use them?

What do you mean an action to cast them and an action to use them?
Ki Rush is a 1 action focus spell that tells you to move twice.
Ki Strike is a 1 action focu sspell that tells you to make an attack with a bonus.
That's all they do. There's no using them. You cast the spell, then do what the spell says you do when you cast it.
The latter. You spend the action to cast it, then you do what it says (strike, flurry, or move) w/o spending further actions.

Otherwise. I'd spend an action to cast a spell that gave me two actions.
