Ja noi are hobgoblin oni. They have a hotblooded, "live fast and die young" attitude that leads them to pick tons of fights.
They are actually rather popular among hobgoblins as leaders. Well, during the high of crushing enemies, of course. Things tend to go a bit sour after the tribe loses a few too many battles against opponents that it was suicidal to fight against.
And the answer is "yes, but they would try very, very hard to avoid being a regular goblin". Oni... think of them as rogue AI that decided they want to take over mortal bodies because they are jealous. They want to eat, drink, crush, burn, and all of the other sensations that appeal to them. Goblins are a terrible choice for this, obviously, but an oni might be desperate for ANY physical sensation.
Oni being failed Kami means that there aught to be Oni that were once Shikigami. Goblin seems like a reasonable next step for such a creature.
The oni seem to be slightly more mythical in their abilities and weaknesses, so you'd probably want to exaggerate the goblin personality. Make their fear of the written word and horses into something more like a crippling paranoia or a debilitating poison.
It could be interesting to pit their love of stimulus against their hatred for the written word, and have them crave reading, but the reading putting them in a berserk state or leaving them in something like a drug crash.
Boost their voracious hunger to the point that they can eat through terrain, give them a burrow speed or something that involves eating their way through anything. Give them the bite/grab/swallow whole combo allowing them to eat things larger than themselves, perhaps increasing in size while they digested the larger thing.
Or, you could use the Barghest for this purpose, since they are very similar in concept to a goblin oni.
