These are the spell-like abilities granted by Xoveron as first demonic boon to a character with Demonic Obecience feat. As spell-like abilities, they are not enough to qualify for Dragon Disciple.
To put any prior threads in context: There was a brief period during which spell-like abilities were allowed for the purposes of meeting feat/prestige class/etc. prerequisites of the form "able to cast X spells", where X is some category of spells (e.g., "2nd-level arcane"). This enabled all kinds of weird early-entry shenanigans, so ultimately this allowance was withdrawn.
You can still qualify for prerequisites of the form "able to cast Y", where Y is a specific spell (e.g., "dimension door"), by being able to cast Y as a spell-like ability. That won't help you with dragon disciple, though.
