Quick Q. Encumbrance. "meet" or "exceed"?

Howdy. so bulk
"If they’re carrying a total amount of Bulk that exceeds 5 plus their Strength modifier, they are encumbered. "

So, does that mean iif you have 7 bulk on a 14str character. They're encumbranced?
or will you only be encumbrered when you reach 8 bulk? (i.e. you could have 7bulk 9L and be fine)

Like I"m not sure if L counts as exceeding it. or if meeting is exceeding.

L does not count as exceeding, nor meeting. To exceed your Bulk limit, you must have +1 over it, so 8 in your case.
