Does this feat work every round (assuming you lost all those temp hit points, can you just spend an action to get more temp HP back? It doesn't say it has a limit anywhere.

Yes, there's no limit on how often you can use the action. You could use it 3 times in one turn if you wanted to, although that wouldn't do you much good.

You can use it even if you haven't lost all your Temporary HP. It would just reset your Temp HP to max.

Yes, you can use that ability every round, if you're raging, and willing to spend the action.

Concept: Wall of Meat Barbarian with Giant Instinct that just sorta stands solo in melee and provides cover to the squishy backliners while spending all of their own actions on Renewed Vigor.

Stand? Walls are meant to lay horizontally. Are huge sized creatures still 16'-32' tall/long? Would it be an athletics check to climb over the character?

I know you can't actually mess with your covered area like this, but it would be a funny way for a barbarian to deal with a mass of enemies far, far below his level. He couldn't even be bothered to get up.

Just for those who might get confused otherwise - the temporary hp doesn't stack. So really once a turn is all you'd need.
