Your DC is probably, what, 26 or something? So a nat 20 for a low-level grunt probably won't be a critical success.
Yeah, that kills a lot of people. It'll also kill your electric bill.
It would have to be even higher than that. Even a level-1 kobold warrior has a +7 reflex save. So the DC for them would have to be 28+ before somebody couldn't get a critical success.

Am I crazy, or can that spell decimate an entire army? 8d12, reflex for half, but any number of targets, so long as the next one hit is within 30ft of the last
It can decimate an army. But it's range is pretty limited at 30 ft. Good luck getting so close to an army without being hit by 100 arrows.
But yes, it is very powerful. However, if you look at it realistically, spells like Fireball, Cloudkill and Cone of Cold can also cover a large area and have the potential for hitting quite a lot of things. Chain Lightning only allows them to be spread out more.
And of course there have always been army destroying spells like Meteor Swarm, so it's not really a new thing.

Isn't the range 30 feet from the last creature? So as long ceatures are within 30 feet of each it will jump to the next?
The electricity arcs to another creature within 30 feet of the first target, jumps to another creature within 30
feet of that target, and so on
Plus the range of the spell is 500 feet

The range is 30ft (unless 2e.aonprd.com has it wrong). But the spell has another requirement: and you must have line of effect to all targets.
Now, if you are on a wall of the castle and the advancing army is right in front of the gate, you'll be able to target pretty much all of them, but on level ground...?
