Bulk? Is it New?

I like the Bulk rules for PF2. Really like them.

But, I seem to recall seeing something similar somewhere else.

Does anyone know what other d20 TRPG might also have Bulk rules?

I think best analogy for them is a shipping company,
whose price depends on composite of weight and size/volume.
If your cargo is excessively large, it will use entire ship volume even if it's not heavy.
If you cargo is extremely heavy, it will use entire ship's weight capacity even if it doesn't take up all space.

AD&D had encumbrance instead of weight with items.
