Home Region - Racial Uncommon Options

Can a character take the Five Kings Mountains for the Home Region Boon to gain access to uncommon dwarven weapons?

I'm assuming that I read the rules right and the a Dwarf need the Weapon Familiarity feat to gain access to uncommon dwarven weapons.

Or can any Dwarf take uncommon Dwarf options (and Elf take uncommon Elf options, and Gnomes, etc).

While it seems intuitive, the CRB leaves it undefined and up to the GM to define.

I would very much like the region boon to unlock suck things, I’d love to give my dwarf a clan dagger, but the ancestry feat is a bit much for something that is essentially flavor text on the character.
