Can a mindless creatures (such as a golem/construct) wear a headband of vast intelligence and benefit from it?
I realize the +2/4/6 boost to intellect would be moot as they have a non-ability there, but do they gain the skill bonuses, "A headband of vast intelligence has one skill associated with it per +2 bonus it grants. After being worn for 24 hours, the headband grants a number of skill ranks in those skills equal to the wearer’s total Hit Dice."?
In other words, is the "skill associated with it" granted independent of the bonus, or contingent up receiving the +2/4/6?
Opinions are great, but I'd really appreciate rules references if able.

Mindless animal companions (like vermin) lose the mindless quality if you increase their int using an ability score increase (from leveling up).
I'm not sure if if there is a rule that covers giving a mindless creature a magical increase to intelligence, but I would probably have it function the same way as the animal companions ability score increase.

As the OP alluded, such creatures don't have a score of zero; they have no score at all. 0 + 2 is 2, but (no score) + 2 is meaningless. It'd be like strapping a belt of mighty constitution on a skeleton--there's nothing there to improve.
I'm honestly not sure about the skill gains. I guess it would work, though if the creature's mindlessness makes them incapable of performing the skill, it might be moot anyway.
