Hey guys long time no see! I am co-GMing a super high powered game with my girlfriend and she is putting me in charge of gear and designing artifacts. I have a good basis of the weapons, but i have some questions about getting to the final product.
Here is the basic item:
Starts at +1.
Gives mythic 1 mythic tier
Gets legendary bond
Funtions like a rod absortion except:
1)Only absorbs like element.
2)Can use absorbed energy damage up to a max of 12 damage per HD.
Gives Elemental Arcane School
(Gives Forsight and Hand of the Apprentice ability for the knife associated with mind.)
Now here is where the questions come in. By the end of lvl 20 this artifact will bestow 10 mythic tiers (starts off with 1) and be a +5 weapon, with another +5 worth of special abilities. I want to have a progression that covers all of that for the players and is still customizable. How would i do this?

It seems you want a scaling artifact.
I bestows 10 mythic tiers, 5 pluses on the weapon, and 5 effect pluses on the weapon. This is a total of 20 things. For 20 levels. How about:

4: Weapon +1 Mythic Tier
5: Weapon +1 Enhancement
6: Weapon +1 Mythic Tier
7: Weapon +1 Effect
8: Weapon +1 Mythic Tier

The Rod of Absorption can absorb 50 spell levels. Not spells, but spell levels. This can get used up very quickly. In a mythic game, I expect spells would fly even more.
You want it to act on "like element". What does this mean? What element did you want? Will it absorb spell levels of spells with that element as a tag? Will it absorb hit point damage with that tag? Based on the other text you say, am thinking you want it to act as Protection from Energy for a particular element. Given the limited capacity of the Rod, I think it might be better as absorb 12 points per character level each day, with a cap of 20th level max [=240 points].
You mention giving Elemental Arcane Schools, which is an allternative wizard school specialization. You mention giving Hand of the Apprentice, which is part of a Universal Arcane School, which means not-specialized mage.
You mention a "knife associated with mind". What are you taking about? Is the artifact some kind of knife?
You give Foresight, a 9th level spell. This should not be given at low or mid levels. I would recommend maybe 15th level, as that is the level a caster gets 8th level spells, so getting a 9th level one two levels early is not too bad. I would also recommend it only applies to the wielder, and cannot apply to others. This means it lasts for 2.5 hours at 15th level.
Big question is why are you giving caster things to a weapon being used with the Martial (Mythic) Path?
