Alianna, a winged strix, was enslaved at an early age. She always found comfort in reading, and especially loved the fairy tales of Ragathiel, and his struggles against evil. When she was 18, her owner, a human arms crafter and designer, was killed by a party of raiding elves. The elves freed the slaves, and Alianna set out into the world.
Alianna is very agile and frail, and she's quite in tune with her surroundings. However, her incredible shyness and her inability to hold her anger makes it hard for her to get along with others.
Advice for the build would be super helpful, as this may be my next character I play.

The normal downside of martials that buff is that by time they are done buffing, combat is almost over. This character has very high perception, so hopefully, can act in many surprise rounds (almost went sohei to guarantee every surprise round, but didn't want to lose the +1 to hit, and last attack. Still may go that route though). In the surprise round, she quickens her blessing, and casts divine power. First turn, she uses fever to cast channel vigor, then full attacks. On normal battles, she can just use fever to swift cast divine favor, then full attack.
While two heavy wrist launchers isn't necessarily the best, it's just too cool to pass up.
Granted, for the first several levels, she'll just use a normal crossbow, until the feats kick in.

Leitner has a point about the min-maxing in this character. It's blatantly obvious and may attract negative attention.
Outside combat, what do you do? You can fly and...that's about it. With 5 Cha and hate for the most common race around that you apparently can't hide the party may pay you to stay away when they want to socially interact, even if theoretically you might be able to sense motives. By the time you get spells they'll be so far behind in level that they won't add much, besides which most of them will be combat buffs only.
On the feats point blank master requires fighter levels and so can only be taken as one of your bonus feats. Aerial roll is a feat that you may want.

I had a player with 5 Cha once. He ran into a beastie with a 1d6 Cha drain attack (in an AP, not even an effort on my part). That was amusing.
For a build that extreme, I'd start by double checking with both the GM and the other players. It might be legal, strictly speaking, but better make sure it fits the table. Eyebrows may be raised.

Aerial roll... that is nice, I may try to fit it in.
Other than that, this is a min-maxed build. It can deal damage, and hopefully, not die. Except the first four levels, when its claim to fame is only 1d8 crossbow damage, high perception, and flight.
To say that this cant be a fun character to play, however, lacks imagination.
Sometimes, faults can be very enjoyable to play out. And while she tries to be good, she struggles with bitterness and anger.
Would it make people feel better if I dropped the one level of monk (and take a massive AC cut)?

The people who need to feel better are those in your gaming group, not us. Ask them whether they think this character is overly min-maxed and if so what about Alianna offends them most. I mean, to me dumping 3 stats to the maximum possible and having nothing positive to contribute out of combat are the offenders and I don't care at all about multiclassing or not, but I know there are people who care a great deal about multiclassing (thinking it terrible for some reason) while caring less about those other points.
