It depends on the item in question. If they are say making a scroll, the scroll would be based on its effective caster level to cast said spell. It's Wizard Spells ability tells us it has an effective caster level of 19. So, when making a scroll it could set the caster level anywhere from the minimum level required to cast the spell, up to 19. If it isn't a spell trigger or spell completion item, the listed caster level for magic items is just used to set the DC to craft said item. As with any other crafter they would make a spellcraft check and could ignore requirements by increasing the DC.
