question involving true neutral and a slayer archetype

Rules Questions

So I have a question involving the slayer archetype, deliverer. My friend is using said archetype on their true neutral alignment character, however that seems like a bad idea due to the way the deliverer's abilities work. Almost all of them Require a foe to be two steps away from the character's alignment. That's all well and good but is the even possible with a true neutral character? I mean would it work if say they were fighting a lawful good or chaotic evil character? From what I could tell it might work if who they are fighting have no neutral alignments but I am really not sure.

here's a link to the archetype in question if it helps

Lawful Good, Chaotic Evil, Lawful Evil, and Chaotic Good are each two steps from Neutral- you can't move diagonally.

Yeah. Though it’s still not a great move. There are so very many neutral creatures. The only optimal choice for that archetype is Lawful Good. Because you will almost never fight lawful good or neutral good characters. And that just leaves the handful of lawful neutral characters that want to kill you.
