Possible buffs for Avatar and related spells

Seeing as spells like Avatar, Primal Herd, and others are a bit mediocre for 10th-level spells, I think it would be feasible if the promise to buff up the spells will help give these ones justice...along with some clarification if they're wearing clothes or not so as to avoid any awkward descriptions.

Additionally, it would also be fair to at least allow these form changing spells to treat the users as half casters; retaining their ability to use spells but only from 6th/7th and lower levels.

What do you guys think though? Anything else you feel they could improve on or are they fine as is?

The basic concept for those transformative spells seems befitting for a 10th-level spell, it's just that as you say it somehow lacks the Oomph factor by some unknown margin. I do wonder too how could you fill in this cognitive gap to make them worthy of their slots, though.

Somewhat half-related, but I wish more 9th and 10th-level spells, at least 1 per each school (or more, especially for schools with multiple subschools) will be there from the start.
