Ra should be legal. He appears in the Mummy’s Mask AP.
Pathfinder Adventure Path #80 "Empty Graves
Discovery: the discovery on page 26 is legal; Equipment: all equipment and magic items on pages 62–63 are legal for play except mask of the forgotten pharoah; Gods: the gods on page 65–75 are legal for play; Spells: the spells on page 28 are legal.
Ra should be in that section.
Also, things are not legal for a variety of reasons. That doesn’t mean they don’t exist in the world. Some options are not appropriate for PCs, but are available to NPCs. Just about anything that requires an evil alignment, for example.

Being PFS-legal only describes whether or not a thing is available for player characters. It does not determine whether or not the thing is part of Golarion's universe. There are plenty of Pathfinder rules and Golarion fluff things that are not PFS-legal, especially things like evil deities or items, and magic item crafting.
Essentially, anything described in a Paizo Pathfinder book is part of the Golarion setting.

Nils mentioned it already Ra was detailed on the backmatter of the AP he has listed, apparently, he was worshipped in Osirion quite a long time ago (there might have been some cross-contamination with Earth not sure) and these days his cult is rather small.
I would have to read it again, but the Pantheon is established on Golarion.

Is this just another example of Paizo's highest quality of writing?
Organized Play (PFS) and the game Pathfinder (PF) are not the same thing. The former is a type of play experience that uses the Pathfinder rules, modifies them for their needs, and adds rules to make the "Living Campaign" work.
The Organized Play Foundation is not Paizo, although they have a symbiotic relationship.
You can play PF that is not PFS.
There is no reason to be intentionally rude--the intention evidenced by the sarcasm--to the writers, contributirs, and editors because you are running into difficulty with the common assumptions/common agreements/conventional wisdom of the PF gaming culture.
