I have a player, a Bloodrager with bloodline Destined,
He have destined strike, but i don't know use.
my two question are....
1) have he use destined strike if he isn't in Bloodrage
2) when can use apply? in the scene, he said me, in my attack i rolled (total) 17, If i don't hit, use destined strike for 18.
When can activate? Before roll attack, before the player know the result, at will of player.

1: Bloodrager bloodline powers: Unless otherwise specified, he gains the effects of his bloodline powers only while in a bloodrage; once the bloodrage ends, all powers from his bloodline immediately cease, and any physical changes the bloodrager underwent revert, restoring him to normal.
2:He would need to declare he is using it before the attack roll. Compared to the Medium's Spirit Surge:"This can cause the check to succeed instead of fail."

1. No, he can't use it unless he's bloodraging.

2. It doesn't specify, but the default would be that he has to declare he's using it before he rolls to attack. There are some abilities that allow you to add a bonus after the roll is made but before the result is revealed (so after he rolled 17, but before you tell him if if hits or not), but they will specifically say this. As for an ability that lets you add to a roll after the result is revealed (this is what he was trying to do), I can't think of any. There probably is something like this, but it wouldn't be a level 1 power.
The player is probably misunderstanding how it works (rather than cheating), so I would talk about it with them between sessions.
