Not a single book but the Ebon Vault series from Necromancers of the Northwest is a great collection of item books that offer interesting and cool enhancements for varies weapons, armors, boots, and more.

Spheres of Power has some fixed-cost enhancements here. Tenebrous is a particularly interesting one; lets you store your weapon inside your shadow, which is really good for sneaking it into different places.
