Since the mount is wearing the saddle, use the mount's size when deciding things like weight, cost, and so on.
So, is the weight of an exotic military saddle in the CRB for a large mount? If so, what is the weight reduction? 1/2, 1/4, etc.
I'm pretty certain that every item's weight in any of the books are based on Medium sized ones, since there are notations about which items weigh or carry less when Small. So the weight for a Medium sized Exotic Military Saddle would be exactly what's listed - 40 pounds.
