Uh...Terrifying Howl doesn't make people Frightened, indeed it explicitly only applies to people who are already Frightened (you presumably made them Frightened some other way).
Specifically, it makes people who are already Frightened make a Will Save or have to flee.
As for the two results, the Failure result makes them flee for a round (unless they cease being Frightened), while the Critical Failure result they'll keep fleeing forever as long as you keep them Frightened.
