One of my player playing a crossblood sorcerer/ admixture wizard craft wand.
Did he had the trait effect (metamagic level reduce by 1 level) and the cross blood effect on every single wand of magic missile he craft?

And where can I found the ruling that support your argument?

Saving Throws Against Magic Item Powers
Magic items produce spells or spell-like effects. For a saving throw against a spell or spell-like effect from a magic item, the DC is 10 + the level of the spell or effect + the ability modifier of the minimum ability score needed to cast that level of spell.
Staves are an exception to the rule. Treat the saving throw as if the wielder cast the spell, including caster level and all modifiers to save DCs.
Most item descriptions give saving throw DCs for various effects, particularly when the effect has no exact spell equivalent (making its level otherwise difficult to determine quickly).

While item creation costs are handled in detail below, note that normally the two primary factors are the caster level of the creator and the level of the spell or spells put into the item. A creator can create an item at a lower caster level than her own, but never lower than the minimum level needed to cast the needed spell. Using metamagic feats, a caster can place spells in items at a higher level than normal.
As for the other part. To start with this FAQ states that bloodline arcana does not apply to magic items that create spell effects. Otherwise, when you create a magic item (like a wand) using the normal creation rules, there are not any rules for incorporating bloodline bonuses. In fact, such items don't even benefit from the character having a high ability stat.
As a DM you could allow the player to create a custom item that incorporates these bonuses. But at the very least it should cost more then a "standard" wand since it will be more powerful.
