I haven't had a Divination school Wizard in our playtest yet, but so far, the Cleric has been incredible in using Divination. Having Augury and Read Omens available has proven very useful in getting information from me. Browsing through the spell lists, it seems like the Occultists get it even better: all the Divine Divinations, as well as the Arcane ones. Honestly, the Divination school Wizard doesn't feel like the best choice for being a Diviner.
Which class would be the best choice for a Divination-based spellcaster?

That's what I thought. I like that Wizards aren't better than any other spellcaster, but I think the School powers should open up some better options.
due to you mentioning the Occultist, I'm assuming that you're talking about pf1?
if so, then you're in the wrong forums
I was talking about casters who cast Occult spells. Sorry, I'm not very familiar with PF1.

I see, then yeah, wizard powers are weak, and divination one is amongths the best of them...
The big difference in divination spells though is that a lot of the important ones are not combat oriented.
This gives an inherent edge to the wizard over the sorcerer:
The sorcerer would need to dedicate spells known to divinations that may (usually) be much less useful for the bulk of a campaign, limting his rest combat/exploration potential quite a bit. While a wizard can have his normal allotment of spells, and when needed switch to the required divination and back.
That's a BIG plus for the wizard.
Bards have the same issue as sorcs BUT can take that feat that allows them to prepare one spell from a spellbook, and that will open up their spell selection to such a degree that yes, then they become (imo) the best diviners.
