Thank you, I was trying to wrap my head around blocking. Honestly it feels a little too complicated as it is.

Yah it's a bit too complicated as written but I think that's a result of multiple versions and incomplete editing. Hopefully the final product will be written in a little more straightforward way.
From what I understand it's this:
[A] Raise Shield: +2 AC (& TAC) until your next turn and can take shield block reaction.
[R] Shield Block
Trigger: you are hit
Effect: Reduce damage that you take by shileds hardness. If the initial damage is equal to or greater than your shileds hardness it takes 1 dent.
Mundane shileds break at 2 dental but magical shields can take more punishment and have higher hardness as well.
