I think he’s more after Golarion than Eberron.
I personally started playing a Goblin and for me the key was culture difference. As a newly integrated (well, mostly integrated) goblin, I occasionally pipe up suggestions or questions that might sound bizarre or slightly-evilish (but mean well), trying to inject some of the scavenger / ambusher / tribal lifestyle in it.
It works, and I don’t need too much of a vocabulary.
...longshanks do speak weird however. They silly.

Longshanks = mediums sized humanoids
Stompydeath = angry horse
Snarltooth = dog/wolf
just take basic descriptors of objects or people and slap them together
I.E. a barn would be described as big wooden walls with red paint, so perhaps something along the lines of "Big wood. full of stompydeath. nasty place"

Personally I look forward to roleplaying an Int 18 goblin wizard who speaks fluent Common and finds the rest of his people hopelessly backwards... but still gets a little jumpy around horses and dogs. :)

One of my players brought along a high int blatantly CE blackfingers-worshipping goblin alchemist, who still speaks in gibberish and is somehow a functional and likeable party member.
