Is there a (preferably low level cleric) spell allowing someone to reshape a nonmagical weapon into another, similar weapon? Say, a longsword into a scimitar?

If it's non-magical, then a smith with proper tools should be able to reshape the weapon using mundane means.

There is spell fabricate, but it's level 5, and it's not on the cleric's spell list (although clerics with Artifice domain get access to it).

Disguise weapon is level 1, but it's not on the cleric's spell list, and only changes appearance, not any qualities.

You can talk with your DM to create a custom spell, but I don't think it would be a low level spell. If wood shape is level 2, and stone shape is level 3, then hypothetical metal shape should be probably level 4. Although if you were satisfied with a temporary transformation, it could be lower - if disquise self and disguise weapon are both level 1, then hypothetical alter weapon should be analougous to alter self, that is level 2.
