Magical stiker
one that’s already a magic weapon increases its bonus by 1 (from a +1 magic weapon to a +2 magic weapon, and so on).
Weapon surge
On your next attack with that weapon before the start of your next turn, increase the item bonus of your weapon by 1 (minimum +1 and maximum +5).

can the two of these turn a +1 weapon into a +3 attack?

I think stat wise it would be a tough build, but i don't see any reasons personally why they wouldn't stack as written. Couldn't find anything indicating in the book either surrounding bonusses stacking with the exception of conditional or circumstance.

There isn't anything saying they don't stack.

On page 192 they say Powers are a special type of spell. So Magic Striker would even trigger off Weapon Zeal.
