Hello,
Me and my group are just starting on the 3rd adventure of the playtest and my paladin decided picking up the ring of the ram. It says in its description that you make a ranged attack against TAC but gives no indication if its with proficiency and if so at what level, have i missed something in the Rulebook about using offensive magical items?

My guess is that it's attack roll is probably also +13 (based on the Shove bonus equating to the skill total in Athletics which just so happens to also be a certain Level + Strength + TEML, which maps directly to Level + Strength + a different TEML which would not be unreasonable to assume has the same rating as the Athletics).
But you're correct, its unlisted. And since it's against TAC and not AC it might be a little high, but given the ungodly fined tuned nature of PF2's bounded accuracy, it's basically moot: even if the value is 3 too high, you're still going to hit only about 50% of the time (at level 7).
Or:
- It's effectively a +1 item
- It uses your own Dex score
- You're untrained
Which works out to... (7 level + 1 magic + 3? dex -2 untrained) +9
