The section on p. 23 which describes them explains the mechanics of them in that you can only pick them at 1st level. However, it never explains WHY that's the case. It's clear after reading them that they're tied to a biological/magical ability you're born with, but adding a sentence explaining this would be useful, especially for newer players.

You're right, in PF1 the 1st level only feats weren't explained either. However, in PF2, they're grouped together and defined as heritage feats, and they get their own section explaining what they are - except it only explains how they work, not what they really are, or what qualifies a feat to be a heritage feat. Including a sentence to explain that would not only make it more clear for new players what they represent, but also be useful for GMs/designers who want to create their own, by providing some more guidance on what makes a feat a heritage feat.
