All bloodline powers are automatically heightened to the highest level of spells you can cast.
If you use Dragon Wings at level 10 and spend an extra spell point to activate Dragon Claws at the same time, both powers will be heightened to 5th level because that is the highest level of spells you can cast at level 10.
This basically costs you the same in spell points than activating both powers separately but it saves you a verbal casting action.
At level 10, you would gain:
* fly speed 60 ft for 1 minute (you can then increase the duration by 1 minute by spending an additional spell point)
* feather fall when you land
* dragon claws +2
* resistance 10 to your chosen type of elemental energy
