Since you do not check for banishing until the end of the scenario and there is no point to discarding or recharging it at that time, is the language after "banish this card" necessary?

If you play it with character that does not have the skill, most likely. The card get banished and you have to fill the slot with some low level spell.

I asked the same thing. It was pointed out that some characters can attempt the recharge checks of cards in their discard pile. That language is what signifies it is a check to recharge the card
