When rolling for stats, is the any guidance for rerolling when having very bad luch and a very low turn out? I'm sure it's something up to the discretion of the GM, but when should that call be made?
Is there anything like a minimum average the character should be in order to even be considered effective on an adventure?

I know would still get a few boosts in there, but it wouldn't help much since you don't that many when rolling.
There is nothing far as I can tell that is in the core rulebook on the subject (could of just missed it though), but in 1st Edition Pathfinder you are allowed to to reroll you ability scores if they:
A: Do not have an Ability Modifier of +2 or higher.
B: If the net sum of you Ability Modifiers is 0 or less.
Yours does not have any ability score with a +2 on it, and the sum total is A LOT LESS than 0...so you qualify for a reroll.
I usually convert to point-buy values. A minimum of PB 15 is required for a decent character, but don't let that be the final arbiter. A character who rolled all 13s technically has a point-buy of 18, but is crap at everything. I'd like to see at least two or three 14 or higher so you have some stats to work with. And yeah, like Magus Black said, either too many low modifiers or not high enough total modifiers is also a good indication.
We usually establish a min and max point buy equivalent prior to rolling. This keeps players from having too high or too low of stats. It did prevent my friend from playing his all time great roll of 2x 18, 2x 17, 15, 12 (rolled at the table in the open) in one campaign, but to be honest that character probably wouldn’t have been much fun to play as or with.
