It should be a basic part of the 3 casting version of Heal and Harm spells that they target appropriately on allies and enemies.
This change importantly helps non-clerics heal and attack with these spells in a more sensical way and is one less annoyance for Clerics.
Bless doesn't need to be told who to target.
Bane and Inspire Courage do not accidentally target the wrong people.
Old Prayer (which I will miss unless there is a version of it with a different name) knew how to target both friend and foe.

Agree.
And additionally having the "up to charisma modifier" wording makes it even more unwieldy in practice.
Playing a melee cleric up in the thick of things and always counting out enemies to exclude was always a hassle and usually led to some bad experiences for the player.
It was quite painful to see a couple of the party members call for healing and the cleric player frustratingly tell them, "But it will heal up a lot of the enemies!".
He eventually fired off his channel for his allies and ended up excluding 3 of the main enemies but healing up 2 active enemies and 3 unconscious enemies (2 of which woke up) :(
