The Barbarian rage power Lesser Fiend Totem gives you a Gore attack while you're raging. The item Tusk Blades is placed over the tusk and enhances the Gore attack. Can those two be used together?
Obviously I don't mean that the Tusk Blades will let you use Gore when you're not raging. What I mean, is while the barbarian IS raging, can he use the Tusk Blades to enhance the attack? And can he do it without having to spend a round of rage to put it on each time?
Not sure about the general use, but the barbarian definitely doesn't have tusk while not raging. So it'd be pretty difficult to have tusk blades on their tusks while not raging. So if nothing else, you'd definitely have to spend a round (while raging) to place the tusk blades on your (temporary) tusks.
"These metal caps must be specially fitted"
At the minimum that means they would have to be specially designed to match your particular tusks, something that might be difficult if you only have tusks when you are raging. At worst (and what seems most likely to me) is that 'fitted' is being used in the sense of 'attached to' which means semi-permanently affixed. Obviously that isn't going to work with tusks that just appear.
There are no specific rules for this though, so it will be a GM call, but personally I would rule that it would take significant time to affix them.
