The arcana skill says "Once you discover that an item, location, or
ongoing effect is magical, you can spend an hour to attempt to identify the particulars of its magic.."
What does Paizo mean by "ongoing", and what is the time need to identify a spell as it's being cast?
I have more questions, but I'll stop here to avoid having too many topics under one post.
I haven't read the book from cover to cover so I may have overlooked the information.

To identify a spell as it is cast you need the Recognize Spell feat, and it costs a reaction without further investment. You can also only do it for a tradition you are trained in, so a Wizard with the feat but no ranks in Nature can't identify a Fireball cast by a Druid even if he has Fireball prepared.
I think "ongoing" means any active spell that hasn't expired. So if you ping an Alarm spell in your detection radius it is an ongoing effect. So is a Prismatic Wall, but I'd say you can use the appropriate magic school (here Arcana or Occultism) to identify a visible spell effect that is clearly magical.
