Standard dog sleds that I have seen would hold two people (M). The driver standing on the back (and often helping to push), and possibly a rider in the front. You give up a lot of the cargo room, if you have a passenger though.
I would imagine two gnomes could fit in the cargo portion, as passengers. I would think still only one standing in the driver position, but perhaps two gnomes could fit on the back, especially if they were taking turns pushing.

As a husky owner I can tell you that a single husky sled dog can pull up to 3 times its own body weight. Huskys can range from 50 to 100 pounds depending on the breed. Malamutes are the largest of the sled pulling huskys. An iditarod style sled could hold a person laying down and a person standing on the back. An iditarod sled can have between 12 and 16 dogs but a sled for carrying 2 people with little gear could be as small as 4 dogs...
