In PF1, Stealth checks have a penalty if you move more that half your speed during your turn. It looks like in PF2 there is no penalty for overall movement during your turn, just a requirement for more checks (which as you pointed out is a penalty of sorts).
In either case, the less you move, the greater the chance that you can stay hidden -- so this method does seem to make sense.
