This spell says it gives a -4 peantly to saves against poisons. Would this apply to poison effects such as Stinking Cloud, Hallucegenic Smoke etc? If so, I would imagine the duration would also be increased by two rounds as per the spell?

Yes and no. A poison effect without a frequency increment will take the -4 penalty but will not increase duration.
