Conditions give circumstance bonus / Penalties?

Are all conditions supposed to give condition penalties/bonuses or do they also give circumstance penalties, if so that's going to be annoying trying to sort out which ones are which for the purposes of adding to rolls.

For example the

Flat-Footed Condition gives a -2 Circumstance Penalty to AC

shouldn't that be a Conditional Penalty?

Also Friendly gives a +2 Circumstance Bonus and not a +2 Conditional Bonus?

Seems pretty unintuitive if things called Conditions are not giving condition effects.


Helpful/Hostile are also inconsistent.

Helpful Condition - gain a circumstance bonus.

Hostile Condition - -4 penalty untyped, or is it conditional since it's caused by the hostile condition?


And what are the mechanical aspects of being stunned?

"Your body is unresponsive. You Can't act"

Does this mean you lose your turn, but still calculate AC etc normally? Is it still a normal attack roll to hit a stunned target? Do they maintain grip on their weapons/gear?

If I stun a target with Stunning Blow and then attack, what's the AC I'm rolling against? Can I just coup de grace them? (EDIT: Nvm I see here that they'd be stunned as well as the other conditons from failing stunning strike so -2 from flat footed)
