There's a simple formula for calculating how much an NPC will charge for spell casting services, (caster level)×(spell level)×10gp+material component cost, and from this we can extrapolate the costbof spell-like abilities. But, is there one listed somewhere for supernatural abilities? What, for example, would a cleric charge for a healing burst?

If a character class grants a spell-like ability that is not based on an actual spell, the ability's effective spell level is equal to the highest-level class spell the character can cast, and is cast at the class level the ability is granted.
I would extend this to apply to supernatural abilities, calculating the cost of a channel as the same cost as the highest level spell they can cast (Their lvl x highest spell lvl x 10). In the clerics case that cost feels high but if you wanted a guideline, that is is what I would use.
Alternatively you can reverse engineer the pseudo spell level from the channel DC, which is 1/2 character level + 10 + stat bonus. This looks a lot like the spell DC equation, so we will use the 1/2 character level to find the equivalent spell level. For a cleric 1/2 their character level is going to be the highest level spell they can cast or one less than the highest level spell they can cast. Bringing us back to a similar place.
So, the first option will give you a lower cost when dealing paladins and bards, but occasionally a higher cost with clerics.

How about for Ultimate Mercy if the paladin agrees to accept the temporary negative level?
Not sure how to price it, but it would likely be well under the 5,000 GP material cost for raise dead.

I doubt the paladin would want payment :)
Maybe a donation to their church, but I think a quest is more in line with the sacrifice of taking on a negative level for almost 24 hours.

The effective spell level of an ability is based on when the ability comes on line, not the current level.
Healing Burst: Level 4
Wild Talents: Every wild talent has an effective spell level.
Therefore the cost for this use is CL (kineticist class level) * SL (4 for this one) * 10.
A Witch's Hexes come online at 2, 10, or 18, giving SL 1, 5, and 9.
Ultimate Mercy is a feat. It requires 19 Cha and the feat Greater Mercy. This requires the Mercy class feature.
The earliest you can gain this feat is level 5. That makes effectively 3rd level equivalent. Getting the 10 uses of lay-on-hands will take longer. They have a minimum of 2 (pal level/2) + 4 )cha mod) = 6. Retraining their 1st level feat to extra lay on hands can get 2 more. More levels and charisma can add as well. So the calc is: 3 (SL) * X (pal level) * 10
For other things, like hiring an expert for skills is 3 gp/day/level (100 gp/level). So an NPC expert, a skilled NPC will have an effective 15 in the stat at 1st level. [Human NPC gets a +2 in one stat, and has a base 13 in their best stat.] The skill will be a class skill, and they will have a rank in it. Thus: 2 (stat mod) + 1 (rank) + 3 (class ckill) = 6. They likely have the Skilled feat for +3/+6. It is reasonable that they have a masterwork tool for another +2. Each additional level will add a rank. Every 4 levels, a stat point. There is likely a feat that gives another +2/+4. When appropriate, they will get a stat boosting item. So at 1st level, a skill mod of 11 is quite reasonable. Spellcasters may not go for the feats, but will likely jave spell buffs like Crafter's Fortune.
I think it is reasonable to hire a 1st level wizard with the Extend feat (for help in crafting something that needs the Extend feat) for 3 gp/day. [Since they can use the feat on a cantrip and the resulting spell is a 1st level spell they can cast. Quicken would need a 3rd level spell slot, so a 5th level caster.]
