One of my players wants to buy barding for when he wild shapes into a huge Elasmotherium. Would he be able to buy any form of barding (except for heavy armor) basically? Could he buy barding that is magical breastplate +3 for example and wear that in only in that one specific form?

Sure. See the Armor for Unusual Creatures table for the cost/weight of the base barding, then enchant as usual (do not multiply the enhancement costs!).

Elasmotherium barding isn't something you'll be able to buy off the shelf in most settings, the character will likely have to order it and pick it up once it's made. Otherwise yeah as F-W says.
